According to the Los Angeles County Sheriff’s Department, Dijon Kizzee is a California Black man who was killed by police after being stopped for a vehicle breach while riding his bike on August 31st. He was diagnosed by family members at the scene.
According to CBS Los Angeles, Kizzee was riding his bike around 3 pm in the southern part of the city when the Los Angeles County deputy deputy approached him for a vehicle code violation. LASD said in an online version, it then started running.

“Our suspect was holding some clothes, punched one of the officers in the face and then dropped the items in his hand,” Lieutenant Brandon Dean told CBS Los Angeles.

“The lawmakers noticed a black semi-automatic pistol in the clothes he had dropped, during which time a shot was opened, including the deputies.”

Dijon Kizzee Pronounced Dead

Lawmakers said in the statement that Kizzee died at the scene and his gun was recovered. CBS Los Angeles reported that the cell phone video of the incident showed the man fleeing law enforcement before he was fatally shot. The channel added that the witnesses shouted at lawmakers in the background.

CBS Los Angles announced that although the investigation is ongoing, they have not disclosed how many times or where Kizzee was shot.

Bystander Footage Shows Kizzee Running Away

Cell phone footage of the incident posted on Twitter shows the man fleeing law enforcement before he was fatally shot.
The clip then cuts through a crowd of spectators yelling at his two assistants as he points his guns at Kizzee’s loose body on the floor – apparently after he had already shot him.

The man who made the film tells LASD officials that he “died” referring to Kizzee while trying to handcuff his lifeless body.

Dean told the Los Angeles Times that two LASD lawmakers were driving when they saw a man riding his bike violating their vehicle codes. The Ministry did not reveal Kizzee’s name in the release.
The newspaper reported that the lieutenant did not know which codes the lawmakers claimed were broken.
He added that Kizzee ran away when the agents tried to contact him, running a block as they chased him, The Times continued. Bean told the newspaper that when the LASD tried to “contact” again, lawmakers said one of them punched in the face.

The division told the Times newspaper, the 29-year-old boy simultaneously dropped a pack of clothes that revealed a black gun. Both sides opened fire, resulting in Kizzee’s death.

Several Independent Investigations

All LASD deputy-involved shootings resulting in death are immediately investigated by several independent entities, beginning at the scene, the department noted in its release:

  • These include separate investigations by the Los Angeles County Department of Medical Examiner – Coroner, Sheriff’s Homicide Bureau and Internal Affairs Bureau. The Los Angeles County Sheriff’s Department immediately notifies the Office of the Inspector General who sends a representative to the incident scene and provides independent oversight throughout the investigative process. Once concluded, a preliminary review is conducted by the Critical Incident Review Panel to determine whether any immediate actions are warranted. Every aspect of the shooting is reviewed by the Sheriff’s Executive Force Review Committee. Input from Constitutional Policing Advisors is provided during the process.

Navarro-Suarez added that the Justice System Integrity Division of the Los Angeles County District Attorney will undergo a legal analysis to decide whether criminal charges should be made.

According to the Los Angeles Times, researchers have not currently examined surveillance or other types of images.
