Mackey’s ordeal occurred on December 19, when he and Covil and their 13-year-old son and their baby were having lunch at a table in the Lynnhaven Mall dining hall and “trying to enjoy the holidays.”

In the video shot by Covil, a white Virginia Beach police sergeant handcuffed Mackey as she sat at the table and said, “I want to talk to you, okay?” and talking about a suspect in a black truck.
