Dr. Bright joined BARDA in 2010 to lead BARDA’s International Influenza Division Program, supporting programs to build and improve global capacity for influenza vaccine production and evaluation in developing countries. He served as an international expert on influenza, vaccines and therapeutic development and diagnostic programs. He has also served as an advisor to the World Health Organization and the United States Department of Defense. Bright was chosen to lead the division’s program in late 2016. He was responsible for preparing the nation for influenza pandemics and coordinating the production, procurement, and delivery of medical countermeasures during a pandemic response. In this role, he managed a portfolio of projects for the advanced development of vaccines, therapies, diagnostics, and respiratory devices to assist in response and protection against pandemic and seasonal influenza. BARDA is a small but powerful agency with remarkable purchasing power. Although little known, he is especially critical during a pandemic, so Bright’s abrupt departure surprised his colleagues. It is involved in the release and delivery of medical countermeasures to natural and man-made threats, including chemical, biological, radiological and nuclear threats, pandemic influenza and emerging infectious diseases. BARDA fulfills this mission by supporting product innovation, advanced development, procurement and storage, and the construction of manufacturing infrastructure.

Dr. Bright, who served as director of the office involved in the development of a coronavirus vaccine, says he was abruptly dismissed from his post on April 22, 2020, in part because he resisted efforts to expand the availability of a coronavirus treatment promoted by President Donald Trump. Following his resignation, Dr.Bright also announced that he will file a whistleblower complaint with the Inspector General of the Department of Health and Human Services.
